The idea is that this is your core fleet, and that you are free to build smaller capital ships for PDF (remember you get a 25% discount on capital ships assigned directly to a system's PDF on a permament basis).
Remember that worlds have a base PDF and depending on traits other PDF bonuses that cost you nil.

On the 1st, instead of the regular 1 months cash deposit, you'll get 2 months cash deposit of whatever your revenue is (you can view this on the planet list spreadsheet in the faction data tab, I believe it's called).
