The Inner Circle/Ruling Council
In the Aftermath of Endor, some of Palpatine's closest advisers who made up his Inner Circle made their strategic retreat to the Emperors secret throne-world of Byss to gather strength and continue the path of The New Order. Under their ultimate scheming and guidance, the True Galactic Empire was born out of the fragmentation of the Galactic Empire, by its own claims the purest version of the many would-be Inheritors.
Sate Pestage, Ars Dangor and Janus Greejatus- each of them was corrupted by the dark side, though none able to seize much power through manipulation of the force itself, rather making up for their lack of it in other pursuits of influence. Pestage was himself the most well positioned, one of Sheev Palpatine's closest allies from early on in both of their political careers. Other than Lord Vader, no one spent more personal time with the Emperor. This honor had earned Pestage, in the eyes of many, the right to rule. He exercised virtual complete control over the Emperors secret Cloning program on Byss. His ties with the Muun Banking Clans anchor his claim to authority. Ars Dangor was the original Inner Circles chief military secretary, after the events of Endor, issuing the call to Byss across secure Imperial Military channels. All those who ignored the call were deemed deserters and enemies of The True Empire. His intimate knowledge of military planning and logistics and exclusive accesses to certain security protocols keep him amidst the inner orbit. Janus Greejatus was a close trusted adviser of Palpatine, sensitive to the force himself, though by the Emperor's intended designs never well schooled in it. He believes and portrays his power and touch much stronger than it is, but the limited force ability he has, he's used to assume the role of shepherding the Emperor and Vader's known and discovered pet projects. His limited sense of the force has also gained him some access to Pestage's Cloning programs.
